Batterer Intervention Standards (SB 81)

The creation of Oregon Administrative Rules (OAR) governing Batterer Intervention Standards was mandated by Senate Bill 81, passed by the Oregon Legislature in 2001. Attorney General Hardy Myers convened a comprehensive group of people from throughout the state to formulate the rules. Participants included members from the victim services community, batterer intervention programs, community corrections, the judiciary and the defense bar. The committee was chaired by the Attorney General. The rules committee began its work in January of 2002 and after much hard work and deliberation, the Oregon Administrative Rules, OAR 137-087-0000 went into effect January 1, 2006. As directed by the rules, the Attorney General has appointed an ongoing Batterer Intervention Standards Advisory Committee. The Committee meets 3 to 4 times a year and is charged with making needed changes to the rules, approving pilot projects and other work critical to the functioning of the Standards statewide.
