Robert Otero, Chief Financial Officer

Robert Otero serves as Chief Financial Officer at the Oregon Department of Justice, advising the Attorney General and directing financial operations. He leads a team managing all budget and accounting functions for the office. Previously, he was Budget Director at the Oregon Department of Administrative Services. With over a decade of expertise in public budgeting and state financial management, Robert offers sharp analytical and strategic acumen. His collaborative, transparent, and inclusive approach to budget policy and execution assists agencies in achieving their missions. He earned a Master of Science in Management concentrated in Public Administration. Early in his career, Robert worked in law enforcement and served in the United States Navy before taking on a new career in finance. Through his strategic leadership and dedication to public service, Robert continues to drive impactful, mission-focused results across Oregon's state agencies.


Budget Services

The Budget Services Section plays a critical role in supporting the Chief Financial Officer of the Department of Justice by leading budget development, execution, and oversight to ensure alignment with legislative intent, administrative directives, and statewide fiscal policy. The team provides technical expertise in agency budget planning, budgetary position management, allotment preparation, and fiscal impact statement coordination. Responsibilities include revenue forecasting, legal rate development, budget cycle collaboration, legislative reporting, budgetary vacancy tracking, and coordination with the Statewide Audit and Budget Reporting Section (SABRS) to maintain fiscal compliance and operational efficiency through expert analysis and reporting.

Key Performance Measures (KPMs):

Oregon state agencies, including the Department of Justice, are required to develop KPMs to guide state investment in agency programs. Budget Services supports this effort by assisting in the preparation, tracking, and reporting of KPMs that reflect the Department of Justice’s effectiveness in delivering legal, fiscal, and public services by tracking outcomes such as case resolution, customer service, financial recoveries, and program efficiency. The team provides annual updates to agency leadership, the Legislative Fiscal Office, and the Department of Administrative Services to ensure transparency and alignment with statewide goals.

Accounting Services:

The Accounting Services Section includes the systematic recording, analyzing, and reporting of financial transactions related to public funds. These services ensure transparency, accountability, and compliance with legal and regulatory requirements. Key functions include financial reporting, fund accounting, grant management, internal controls, and audit support. Government accountants help track how taxpayer money is allocated and spent, supporting decision-making and stewardship of public resources.
