Overview:
House Bill (HB) 3178 » , enacted during the 2025 Oregon Legislative Session (effective January 1, 2026), enhances consumer protections in motor vehicle financing transactions. The law requires auto dealers to provide buyers with a plain-language disclosure about their rights when a retail installment contract or lease agreement depends on a lender’s approval. The purpose of this requirement is to ensure transparency and empower car buyers in Oregon by:
- Explaining your rights if financing terms cannot be finalized;
- Guaranteeing a right to void the transaction under specified conditions;
- Shortening the time a dealer has to secure financing;
- Providing contact information for the Oregon Department of Justice and other resources if the dealer fails to comply; and
- Making the disclosure available in multiple languages.
