The Public Contracting Code (ORS Chapters 279A, 279B, and 279C) requires the Attorney General to adopt Model Rules of procedures that govern public contracting for those contracting agencies that choose not to adopt their own rules.

Division 48 – Model Rules Consultant Selection: Architectural, Engineering and Land Surveying Services and Related Services Contracts
Division 49 – Model Rules General Provisions Related to Public Contracts for Construction Services

Pursuant to ORS 291.045 through ORS 291.049 and rules adopted by the Attorney General, the Attorney General must review and approve for legal sufficiency the public contracts of state agencies that meet certain conditions.
