The court held a hearing on plaintiff states motion on 5/20/25.

7/1/25 the district court issued a preliminary injunction order.

On 8/15/25, defendants filed a motion to dismiss in the district court.

On 9/5/25, plaintiffs filed an amended complaint in district court.

On 9/17/25, the First Circuit denied the government’s stay motion; at defendants’ request, the First Circuit subsequently dismissed the appeal.

On 10/14/25, defendants filed a motion to dismiss in district court; the parties currently are briefing that motion.

On 4/7/26, the district court denied defendants’ motion to dismiss.
