On 5/13/25, the plaintiff states filed their complaint.

On 5/22/25, the plaintiff states filed a motion for preliminary injunction.

On 6/19/2025, the court issued a preliminary injunction and denied defendants’ stay motion. On 7/8/25, plaintiffs filed an amended complaint. On 7/10/25, plaintiffs filed a motion to modify the preliminary injunction.

On 8/19/25, the parties filed cross-motions for summary judgment.

On 11/4/25, the district court issued an order granting summary judgment for plaintiffs.

On 1/2/26, the federal defendants filed a notice of appeal to the First Circuit. On

On 1/23/26, the First Circuit dismissed the appeal, pursuant to the federal defendants’ motion.
