Update

On 8/18/25, the plaintiff states filed their complaint. After the federal defendants decided not to impose the challenged conditions on grant recipients, the parties jointly stipulated (most recently on 1/21/26) to extend defendants’ time to respond to the complaint and to hold the case in the abeyance.

On 8/21/26, the plaintiff states filed their first amended complaint.

The plaintiff filed their second amended complaint. The plaintiff states also filed a motion for partial summary judgement.
