Update

On 12/12/25, the plaintiff states filed their complaint.

On 2/6/26, the plaintiff states filed a motion for summary judgment.

On 3/9/26, the defendants filed a cross-motion for summary judgment and response.

On 6/8/26, the district court issued an order granting the plaintiff states’ summary judgment motion and denying defendants’ summary judgment motion.

On 6/11/26, the federal defendants appealed to the First Circuit.
