Update

On 11/25/25, the plaintiff states filed their complaint and motion for a preliminary injunction.

On 12/15/25, the district court held a hearing and granted the plaintiff states’ preliminary injunction motion.

On 2/13/25, the federal defendants appealed the preliminary injunction order to the Ninth Circuit.

On 4/3/26, the plaintiff states filed a summary judgment motion.

On 5/8/26, defendants filed a cross-motion for summary judgment and opposition to the states’ motion.

On 6/15/26, the Ninth Circuit issued an order granting defendants’ motion to voluntarily dismiss their appeal of the district court’s preliminary injunction order.

On 9/17/26, the district court issued an order granting the plaintiff states’ summary judgment motion.
