On 11/25/25, the plaintiff states filed their complaint and preliminary injunction motion.

On 12/19/25, the district court granted the States’ motion for a preliminary injunction, as memorialized in an order issued by the court on 12/23/25.

On 1/14/26, the plaintiff states filed an amended complaint.

On 1/23/26, defendants filed a cross-motion for summary judgment and response.

On 2/17/26, defendants filed a motion to dissolve the preliminary injunction.

On 2/27/26, the district court denied defendants’ motion to dissolve.

On 3/2/26, defendants appealed the order on the motion to dissolve to the First Circuit, and filed an emergency motion for a stay pending appeal.

On 3/6/26, the district court denied the stay motion.

On 4/1/26, the First Circuit denied defendants’ emergency stay motion.
