Update

On 7/7/26, the states filed their complaint.

On 7/17/26, the plaintiff states filed a motion for summary judgment.

On 7/24/26, the defendants filed a cross-motion for summary judgment.

On 8/7/26, the district court issued an order granting in part and denying in part each of the summary judgment motions.

On 8/13/26, the district court denied defendants’ emergency stay motion; that same day, the federal defendants appealed to the First Circuit.

On 9/16/26, the First Circuit stayed the district court’s judgment pending appeal.
