WELCOME To the website of the Commission on Statewide Law Enforcement Standards of Conduct and Discipline (LESC), offering resources and content for Law Enforcement Agencies (LEAs) and officers, those involved in arbitration, and the general public.
ANNUAL SURVEYS- Our 2025 annual Law Enforcement Agency and public surveys are now closed. The LEA survey collects data for the LESC Annual Report to the legislature on September 1 of each year on implementation of LESC Rules. The survey is also used to update the LESC Implementation Tracker. The 2025 Annual Report is now available on the Publications and Reports page. Agencies that missed the LEA survey deadline may still use the survey link on our LEA Resource page to submit their data for the Tracker for reporting period August 2024 through July 2025.
Public comment from any interested individuals and organizations can be submitted year round using the Comment button below. You can also sign up below to be added to our notifications for meetings, hearings and surveys.
NEXT COMMISSION MEETING – The Commission normally meets via Zoom the first Thursday of each month from 3:00 – 5:00 pm, but multiple subcommittee meetings will replace the September 2025 meeting, dates to be determined soon. Meetings are open to the public. The schedule, meeting materials and links will be posted on the Meetings page.
The LESC Commission serves the public interest in maintaining community trust, holding law enforcement officers in Oregon to consistent, high standards of conduct, and ensuring a fair, accountable, and just disciplinary process across jurisdictions.
The Commission on Statewide Law Enforcement Standards of Conduct and Discipline (LESC) was established in 2021 (ORS 243.812 ») to develop and adopt rules to:
- Establish uniform standards of conduct, including guidelines and procedures, for law enforcement officers throughout the state.
- Set disciplinary standards and procedures by which law enforcement agencies, civilian or community oversight board, agency or review body, and arbitrators make determinations regarding alleged misconduct by law enforcement officers, make recommendations for and impose disciplinary action.
- Support adoption, implementation and application of the Standards, and track and report on statewide compliance.

The Commission meets regularly to refine and improve the standards, soliciting input and developing guidance around their use. See the meetings page for more information on future and past meetings.
