The Commission brings together representatives with different areas of expertise to accomplish the mission of the LESC. It is chaired by the Oregon Department of Justice (DOJ).
As specified by ORS 243.812 (2), the LESC Commission has 15 members (13 voting and 2 non-voting members) and an Executive Director. All positions are appointed by the Attorney General, with the exception of two members of the Oregon state Legislature, and the Director of the Department of Public Safety Standards and Training (DPSST.) Commissioners serve two- year terms, and represent the following professional and community interests:
Attorney General (or DOJ designee) and LESC Chair
Michael Slauson is a career criminal prosecutor and chief counsel of the Criminal Justice Division of DOJ. Prior to his current appointment, he served as the Oregon Attorney General’s special counsel on public safety.
Department of Public Safety Standards and Training (DPSST) Director or designee
Phil Castle, DPSST Director, heads the agency responsible for determining training standards for public safety officers in Oregon, and for the certification and decertification of officers.
Member of the House of Representatives
Representative Jeff Helfrich is a retired Portland Police Bureau sergeant with 25 years in law enforcement and a U.S. Air Force veteran. He currently serves as the Representative for Oregon’s 52nd District. A former House Republican Leader, he was instrumental in re-criminalizing hard drugs through bipartisan reforms to Measure 110. He serves on the Joint Ways and Means Public Safety Committee.
Member of the Senate
Senator Floyd Prozanski was first elected to the Oregon Legislature in 1994, serving first in the House of Representatives, then appointed to represent Senate District 4 in 2003. He was then elected in 2004 to complete that term, and reelected since 2006. He has a JD and works as a municipal prosecutor during the interim, and on various legislative committees, workgroups and commissions.
Chief Law Enforcement Officer (2)
Sheriff Angela Brandenburg has over 34 years of law enforcement experience and is an Oregon Army National Guard veteran. She’s served in nearly every division of the Clackamas County Sheriff’s Office and was elected Sheriff in 2020. She earned a second term from voters in 2024.
Chief George Burke leads the Lake Oswego Police Department.
Representatives of police labor organizations (2)
Anil Karia specializes in representing law enforcement associations and guilds in all aspects of labor relations, including day-to-day counsel, negotiations, arbitrations, unfair labor practice proceedings, civil litigation, and critical incident response. Anil is licensed to practice law in Oregon, Washington, and Alaska.
Michael Lopez is President of the Oregon State Police Officer’s Association (OSPOA). OSPOA represents Troopers, Sergeants, Forensic Scientists, Evidence Techs, Dispatchers, and Fleet Personnel.
Representatives of historically marginalized groups or communities impacted by policing (2)
Benny Williams is the former President of the Salem-Keizer NAACP, Assistant Pastor at Salem Mission Faith Ministries Church (Salem), and Community Activist with a strong interest in law enforcement reform.
Tarron Anderson is an HR Strategic Partner at Oregon State University, with a JD and an MBA. Previously he was an Equity Associate at OSU, investigating discrimination, sexual harassment, and sexual misconduct allegations, and a Civil Rights Investigator with BOLI. He also has experience as a corrections officer and a USAF military police officer.

Steven Schuback is an attorney specializing in labor law, with experience representing both employers and employees of many Oregon governmental agencies, particularly public safety units.
Dave Henslee is a retired Chief of Police with 28 years in law enforcement, and recently retired as a Klamath County Commissioner and co-chair of Public Safety Steering Committee for the Association of Oregon Counties.
Representative of public defender organization or Criminal Defense Lawyers
Kristen Winemiller is an attorney in private practice, a life member of Oregon Criminal Defense Lawyers Association and a former member of Oregon’s public defense commission. She managed public defense contracts early in her career, while also litigating homicide cases and earning an acquittal in a capital case. Her practice now focuses on complex litigation, professional licensing and white-collar defense.
Representative of Prosecutors
Kelsie J. Davis McDaniel has been the Union County DA since 2014 and a prosecutor in Oregon for 17 years. She serves on the Oregon District Attorneys Association Board of Directors and is the current Vice President.
Executive Director
Director Stewart has worked in civilian police oversight, citizen-police mediation, crime victim services, HR, as a policy and legislative analyst, as Indian Country Specialist and Emergency Witness Protection Coordinator for the US Attorney’s Office.
