Authorizing Statute and legislative bills for the LESC
The authority of the LESC was established by the legislature with HB 2930 (2021), modified by SB 808 (2023), as codified in ORS 243.706, 243.808-812.

Governance adopted by the LESC
The LESC was charged with establishing rules (OAR Chapter 265) regarding conduct and discipline, also known as the LESC Standards. The LESC has also adopted policy, and internal by-laws for how we conduct our work.

Governance for public bodies in Oregon
The LESC is also governed by certain requirements common to all public bodies, including laws and rules concerning public meetings, public information, records retention, and ethical standards.

Finally, in developing LESC rules, we relied as much as possible on widely used definitions used were specified in statute, others were adopted by the Commission from other sources. Those can all be found in the Guide to LESC Rules, pages 2, 10 and 11.
