Oregon is stronger when everyone in our state is safe, informed about their rights, and supported by a government that values their inclusion and dignity. I want you to know that whether you’re here as an immigrant, refugee, asylum seeker, or hold any other immigration status – you’re not alone, and you deserve clear, trustworthy information about your rights.

Oregon’s laws, including our state sanctuary laws, are designed to ensure that community members do not experience racial profiling, that state and local government continue to be a resource for help and not a source of fear, and allow everyone to contribute and thrive in our great state. But I also know that having legal protections on paper doesn’t always mean people feel safe accessing help.

This Immigration Services and Support Resource page was built to help connect community members to some of Oregon’s trusted organizations across Oregon. This webpage is not exhaustive, as there are many amazing local community agencies stepping up in this time of need. This page also addresses frequently asked questions about ICE and your legal rights and provides links to services for immigrant and refugee community members throughout our state.

Our goal is simple; to give you clarity, confidence, and support – no matter your status, where you live, or what challenges you are facing. You are part of Oregon, and we are committed to standing with you.

Immigrant and Refugee Community Organization (IRCO)
IRCO provides culturally specific services to immigrants, refugees, and communities of color across Oregon. From housing assistance and employment support to youth programs and community advocacy, IRCO’s work is rooted in empowering individuals and building strong, inclusive communities. Services are available in multiple languages and are open to all regardless of immigration status.

Lutheran Community Services Northwest (LCSNW)
LCSNW provides a broad range of culturally appropriate wraparound services to immigrants, refugees, and asylum seekers across Oregon. With offices in Portland, Salem, Beaverton and McMinnville, LCSNW’s services include family support, refugee and immigrant legal services and crime victim services. Services are available in multiple languages and are open to all regardless of immigration status.

Catholic Charities
The Catholic Charities of Oregon provide refugee resettlement and case management services to individuals and families who seek to make Oregon their home. Migrant services include supporting needs related to housing, employment, education, as well as providing legal assistance and individual case management to help with household needs.

Islamic Social Services of Oregon State (ISOS)
ISOS collaborates with a network of non-profit organizations and community service groups to provide refugee services and assist those facing periods of challenge in gaining self-reliance through financial assistance and access to broader resources. Primary areas of service include sponsoring and assisting refugees within a designated timeframe of self-sufficiency and providing assistance when misfortunate occurs, such as inability to pay bills due to family separation and loss of income.

From health and wellness to immigration navigation services, Latino Network takes a comprehensive approach to addressing community needs. Programs integrate early literacy, Latine culture, parent engagement, housing security, energy assistance, and case management.

Salem for Refugees
Salem For Refugees provides culturally responsive resettlement and support services for refugees and other newcomers in the Salem area. From housing navigation and employment support to English classes and community connection, their work is rooted in empowering families and helping them thrive. Services are tailored to the unique needs of refugees and are offered in partnership with local organizations, with long-term support available for up to five years after arrival.

EUVALCREE empowers underserved and underrepresented communities across rural Eastern Oregon by offering culturally responsive supports in community development, education, healthcare, housing, and immigration. They build leadership capacity, foster civic engagement, and strengthen social infrastructure through training, legal services, and collaborative initiatives, ensuring these rural communities have a powerful and authentic voice.

OIRA works within the Oregon Department of Human Services to improve access to services for immigrants and refugees. The office leads state efforts to reduce barriers, promote inclusion, and connect communities to vital supports such as health care, economic assistance, and child and family services.

Innovation Law Lab is an organization of coders, lawyers and activists working to advance immigrant and refugee justice. How to Find a Loved One After a U.S. Immigration Arrest:

If a family member or loved one has been detained by immigration authorities, it can be overwhelming and difficult to know where to turn. Here are a few places to start:

Sanctuary Promise Community Toolkit:

Oregon’s sanctuary laws say that state and local government, including police, cannot help enforce federal immigration law without a court order signed by a judge. Oregon’s laws do not prohibit ICE and other federal immigration agencies from conducting enforcement duties in our state; in other words, community members can lawfully be investigated, detained, and deported from Oregon by federal immigration enforcement agencies, despite our sanctuary laws.

Our Oregon DOJ Sanctuary Promise Community toolkit is designed to empower immigrant communities and their allies with accurate, actionable information. This resource includes frequently asked questions including how to report the presence of ICE or federal immigration enforcement in Oregon, how to access trusted legal help, and ways to support neighbors and community members who may be at risk, and much more.
